I would agree once you go past a certain point that is more extreme than just 1 %, as this thread is titled 60 % nose I can see that being plenty extreme enough for it to show up as the push, but if it's just slightly more than needed 95 out of a hundred times it will cause loose on entry before it shows it's face as the push you describe .What flattop said earlier. Too much nose weight weighs down too much on the front tires and causes it to turn like a dump truck. Front tires get overloaded and lose their ability to make their own decisions to turn basically. The weight overcomes whatever they're doing
