Currently i run a KN filter which i oil and then slip a dry outerwear over it. My question is when running a outerwear you still need to oil the filter which its covering right? And if i run a foam prefilter which is oiled do i still need to oil the filter underneath?
 
Always oil your pleated filter (if it is not an oil-less design of course.)
Oil your foam filter if you are using one.
The Outerwears (polyester-type) cover does not get oiled.

Generally you run EITHER the foam pre-filter OR the Outerwears pre-filter.
Exception would be a terribly dusty environment.

Also be aware that there are different types of air filter oils:
one for foam and one for pleated (paper/cotton.)
