AKRA Pipe / Clutch Rule question?

What does it state in the rule book for Clone Pipe and Clutch, JR. Clone Green Plate to be specific?

Seems alot of tracks say they follow AKRA - but some say weenie or big pipe, disc or drum clutch, and then some other tracks say weenie pipe and drum clutch only....

Total PITA, We have to change pipes, clutches and 20lbs of weight depending on what track we run in a given week. Oh, and some around here have 5-year olds on purple plate clone!
 
It is like this all over here in Florida too, why can't tracks just all adopt and follow the same darn rules that are already specified either by NKA or AKRA??? Our tracks close to me here in Central Florida are weenie pipe and drum clutch only for Jr.2, then other tracks allow disc clutches and different MIN weights. Now I just found out that it is some "secret pack" that central Florida tracks follow AKRA but do NOT allow porting... total BS!!
