I currently run a .030 shaved head on one of my .020 95-3 flatheads.I was wanting to know if running a arc finned billet head would help my performance a great deal.thanks
A "great" deal, no. Some, yes.
You'll increase the compression ratio slightly since the ramp in the ARC head is shallower than the 5HP Briggs head.
With stock running lift, I don't think it would be worth investing in. Wait until you build yourself a big cam engine 360 or greater in valve lift to concern yourself with the billet head.
The billet looks prettier and is certainly made of more durable material, but the performance gain would be negligible on basically a stocker.
