Sometimes the adjuster sleeves can get hung up and need cleaned and dressed up (or replaced) if they have not be adjusted in a long time.
Work the adjuster back and forth with an allen wrench and a little PB Blaster and most times they will free up.
FWIW, the small allen inside of the adjuster is the brake pad retaining bolt -- you do not need to turn it unless you are replacing the pads.

The adjusting screw allen wrench hex size is 1/4", the smaller screw inside to remove the pads is 3/16"

You may want to watch this video on my Youtube Channel we did a while back on MCP brakes, we go through that and also show how we rebuild them. I'm using MCP's on my oval, my sprint, my vintage karts applies to all of them.
