Can tire prep be removed

New to racing. Can the prep be removed to make a tire better or will this make it worse? If so how can you remove it?
 
The tire will always be changed by the prep used. U can take them off the wheel and set in the sun though to help get the prep out. Some people use acrysol or simple green to wipe on the tire before letting it sit outside in the sun. It usually takes weeks
