Could the answer be anything to do with "relative air density" ?

Considering the fact that there is no such thing as "suck", you make the decision.does a fuel pump suck or push, or both.
It cuts off the flow of the air, thus increasing the vacuum in the carburetor throat allowing the outside air pressure to push more fuel into the engine.How does a choke work?
