Does anyone use a free VPN ?

I think Armstrong Cable is throttling my internet and I've read using a VPN will stop them from throttling.

I googled and found there are so called free VPN's and the top one seems to be Proton.

If I have to and if a VPN will stop throttling, I'll pay for a VPN and reduce my internet speed/cost at Armstrong Cable.

I can get their Zoom Express for $29.95 if a VPN will stop the throttling.
I'm not concerned about speed just what appears to be too often there's lag time before the fast download.

edit: I just checked my usage and we've never gone beyond our limit.
And with a lesser plan I'd probably or most likely exceed the paid for limit.
Guess I also need to look into the cost if I exceed the limit and it's extra charge, compared to current cost.

edit again: did some calculating based on usage and cheapest pre paid amount and they got ya coming and going. ... :(
