Does it benefit the engine to be tilted? Why and why not would you want to do it? What degree is best?
 
Assuming you are talking about race go karts and you have a clone style block, it is done to get the air filter above the right rear tire. There's no 'best' but you can't mount it so wacky that the carb float is affected and the oil stays away from a location so the rod dipper can do its job.
