If the rules state open clutch, pipe and air filter what should we run? It's a non-hemi predator 212.

If a disk clutch is allowed then by all means spend that money if not then go Hillard inferno, loop header and a walker filter. unless you're going big track then I'd go with a differnt pipe.
 
you will need to do some dyno testing to find the correct pipe and for what rpm range and HP curve you desire, no one will be able to tell you what's best pipe unless they have tested same mods on a dyno.
 
We have seen more hp with a stock muffler over a Limited Muffler vs no muffler on the same stock flathead running back to back dyno runs. we settled on a stock muffler that was 'doctored'. it made less HP but the HP curve was flatter and had a wider power band.
