Flat cut or round cut

On a tacky track do I want a flat cut or round cut tire? And if round cut how do I do that?
Are you trying to free the kart up for your tacky track I suspect?
Then you would want a flatter profile tire.

You need a lathe to cut a tire.
You can use a Bondo file/rasp and free hand it if you wish, but guys generally just do that to knock the shoulders off, not to cut flat.
