Flathead block legality

I just took the head off a flathead that has had some grinding done to the area between the valves and the bore. "Eye brow" is gone. In taking a quick look at the rules, I do not see that this is illegal. But neither do I recall ever seeing this before. The work does not look very professional. With just a quick look at the cam I know this is a cheater motor, no EZ spin and lots of duration at max lift, intake valve polished. Is this block junk for stock class competition?

It is totally illegal .
Better re read the rules .
It says must be flat surface no peak decking .
IE: flat surface is the key word .
 
Not legal, Chuck.
Deck must remain flat - and it looks like they've gone way too deep to machine the deck and bring it back to legal ever again since they're already into the top fin at the back of the block.
Probably a backyard build and as you said, cheater stock."
