Get build up off tires

I bought a kart from a guy that runs LTO asphalt. The tires only have 3 races on them but have alot of build up on them. What's the best way to get the build up off there? Also what's a good way to keep the clean so tires dont build up alot of extra rubber like they are now?

Heat gun with scraper attachment.
Followed up with a belt sander (or grinder with a flapper disc.)

As far as repelling clag, there are internal preps that help considerably but for the most part try to stay in the clean driving line on your cool down lap and coming back into the pit. Put the car up on a roll-around stand as soon as possible, and immediately get to scraping while the tire is still warm.
Wait until it has cooled completely though to refinish/sand it.
