Almost always less cross. Stagger is dependent upon the track and HP level.

GX 390 by Clements, I was told less stagger not to pull the back of the kart around so much due to tire spin

I don't know much about oval dirt racing, but it's my understanding that stagger is a setting to compensate for the turn radius, where both tires are traveling a different length path. Why would that change?
