High idle?

I’ve had my Lo206 sitting for quite some time (~2.5 seasons). Upon starting it up it immediately went into high idle as if I was flooring the pedal before I turned it off twice.

Is there a good video or explanation for how and what I need to do to get it to idle much lower?


I also recall the last time I ran it around the track it would stumble around 3.7k rpms or so and really lose power before picking back up again.
 
Before you go any further, take off the carb and clean it thoroughly. I'm impressed it even started. For as long as it has been sitting, you will likely find plugged jets, stuck float, stuck slide, and many other things that can be eliminated right away with a good carb cleaning.

My philosophy has always been that you do the simple things first.
That would mean that you make sure the slide isn't open more than it should be.
If it is solve that issue first and then move on to the next thing.
