Maybe i'm wrong but i looked at it as a temporary method of attaching the seat that would be mounted securely before use. Rather than drilling holes in the wrong location i have done similar things to get the seat position correct while setting up a kart. I really get mad at myself if i put a hole in the wrong place when installing a seat or body work.
