how tall is to tall for a sportsman champ

my son is just shy of 9 years old and is a tick over 5ft tall. at height are they to tall for a sportsman champ. they are supposed to run them untill 12 where i am
 
They don't care if kids are to tall, the rule is set for a majority and based on age.
They won't allow you to run a full sized champ with Jr sportsman
 
We raced with a 12 year old that had to be 5'10" in a jr sportsman's champ. He didn't look very comfortable but he was fairly fast. Just make sure you have your nose weight high enough.
