In Order to set Valve Lash in a Briggs 206 Animal, does motor have to have no oil in it?

No, not at all.
There will be very little oil inside the valve train area.
Remove your spark plug first.
Remove the valve cover and wipe the gasket areas clean with a lint free rag.
Pull the starter to rotate the engine over to TD on the compression stroke (both valves will be closed) or just past TDC, then check your lash. If they need adjusted, loosen the set screw and adjust the rocker accordingly. Tighten the set screw to lock it down, and replace your valve cover -- use a new gasket if necessary.
Re-install your spark plug and coil wire and you're all set to go.
Just be careful not to drop anything down in the spark plug hole or lifter galley where the pushrods run. :)

I thought the whole idea of the thread, kart43, was that you didn't have to drain the oil to set valve lash.
Maybe I missed something....LOL, but yea, make sure you have oil in the engine, and fuel in your tank. :)
