I know front bumber is bent. I am just starting out in karting and this was 35$ the only numbers I located were 19S

Judging by the pics it looks to be an early 90s chassis. It did at one point in time have a bolt on cage on it. I will tell you that if that is how you bought it you will have more in parts alone than it would cost for a good used roller.
 
Yeah unless your a master fabricator your gonna have 500+ just in parts. It's old and chances of finding out what it really is, is slim to none.
