I looked but didn't come across anything. My question is is there a rule per NKA that states a driver can not swap from one kart to another ? For example if driver runs a heat race in kart a and suffers mechanical failure , can he jump in back up kart b for feature ? If so does he retain his starting spot or go to the back ?

Don't know about the sanctioning bodies, but some allow kart swap, engine swap, even driver swap but in all cases start in the rear.
To the best of my knowledge, if you swap chassis or engines in NKA, the change must be presented to tech for reconciliation and you start from the rear of the remaining features you have left. Failure to do either results in a DQ in every class that you get a podium in.
Some choose to run two chassis if several classes are ran in the same day. But again you have to declare which chassis and engine tags and transponder goes with which chassis and for which class. Can't change afterwards.
