r oval karts heavier on the inside like oval cars? If so can this b used on sprint karts with 5 turns left and two right? Ultimately the right rear carry’s the weight when the frame flex’s any way dosen’t it.

Only when the driver is in the seat. If you are talking about weight without the driver, then the right side would be heavier due to engine.
The RR carries most weight only in cornering, and not all the way through that corner.
 
yes you can bias a kart if the track is left or right turn dominate or it has a hairpin that kills speed. they do this in F1 all the time
 
At the Wrolds in Charlotte, 1999, the major sprint manufacturers from Europe designed a chassis explcitly because of the turn bias, and sold or scrapped them after that race. So, yes, it can (and should) be done if your track merits it. If you race a LOT of tracks, it may be better to tune with unequal wheel spacing vs. shifting weights around. Test and see.
