Can I drill out and tap current 5hp flathead bolts to next size three bolt holes are stripped beyond repair(helicoil)

Are you dead set on a flathead ? I have a nice long block lots of new parts .
Add carb and tank .

You cannot drill and tap them all to 3/8" if that is your question. The #7 head bolt is already too close to the cylinder and is a heat sensitive area that burns head gaskets with stock bolts.
Yes, you can heli-coil them, but you will want to stack the inserts and timing them can be a chore.

you'd be better served by using a thin wall time-sert. much more permanent than any heli coil..
