Yes they are the smaller king pin
You can either swap out the bearings on the spindles to take a 7/16" king pin or swap out the camber heims to 1/2". I'd swap out the camber heims to 1/2" as they will be more durable and industry standard is now 1/2" kingpin for everything.

if I switch to a 1/2in Heims won’t I have to switch the king pin also to 1/2in

Yes, but then you won't have to hunt for spindles with 7/16 bearings. You can get spindles that take 1/2" kingpins just about anywhere. Complete 1/2" kingpin sets can be found for around $25-$30.

I am not sure if you guys are still running your AV 2 frames, but I recently just converted an AV-2 open kart frame to a champ and with doing it I was able to adapt L blocks to it. The L blocks allowed me to use the 1/2-inch Hiem set up change the KPI accurately and also use almost any spindle. To make the change you run a standard hiem on top and on the bottom, you need to make a spacer by drilling a 5/16 hole in a piece of 1/2 inch round stock and it will allow you to rotate the caster. I an running Phantom spindles on it currently and it fly's thru the corners. I also put Ultramax Octane rear bearing hangers on it when I extended the wheelbase to the champ specs. It was a lot of work, but I think it was well worth the upgrades. The AV-2 even being an old design is one of the fastest karts I ever ran on asphalt.

The AV2 was a top performer for it's time, especially good on Asphalt. Still produces good results against moderately stiff ecompetition.

I think there are better chassis for asphalt now, but with everything you've done if it it's still performing well enough then congrats.
