Need Help with locking back tires

I have no idea how to lock these back tires in to place
 
What are you trying to do? Not sure what you mean or why you would want to lock the rear wheels. Do you mean to the axle?
 
First remove from kart, then press apart, then fix or replace axle, use rust remover and /or penetrating oil, then clean all nuts, studs, tapped holes, set screws, and get some shaft collars, then replace all.
