Newbie clone question

I have been fighting through this issue where the motor would die and wouldn't start back up. I replaced the carb, coil, and fuel pump, the motor is starting with relative easy now. When it gets a good rev and comes back down the idle drops down to 1300/1400 (set for 2000), it also bounces around a bit before recovering. Any thoughts on how to make the idle more consistent? Did I miss something that could cause this? Notice I said newbie, started turning a wrench last september so I am open to checking my work in case it might be related.
 
Spark plug is black on bottom, I was told that is good when running gas. Also I put in a new one and it did not make a difference, if that helps
