One meter was defined in 1983 by the 17th conference of weights and measures as “the length of the path travelled by light in vacuum during a time interval of 1/299 792 458 of a second” and the millimetre by definition is derived as being 1/1000th of that value.

Come on 1/299,792,458 ths of a second. They weren't using no hour glass for that measurement . Or an egg timer .
 
I'd guess it's no different than using an air gauge to measure air pressure. So long as you always use the same gauge it doesn't matter what it reads, it's just a reference number. ... :)
 
Just saw were IKF has the 2018 rules posted online .
That's a first for them Free down load with lots of technical specs.
