Predator gov problem

Ok so I just rebuilt a predator of mine and everything is in place as it should be, governor gear on crank and inside, everything where should be on the outside but when I crank it up to check the governor and rpm to set it for our 5500rpm rule it just spins up like there is no govorner in it at all. I have changed spring locations, and everything I can think of still nothing. Any advice or help?

So you have a tach and it's going over 5500 on the stand?

we got it figured out, but yes I have tachs and it was revving 6100 on the stand and the govorner wasn't surging but we got it. The gov arm wasn't pulled back enough apparently
