This is way to hard to answer with what you have given us. Is the motor for a given class. If so what are the rules on modifying the head piston intake carb etc. In most cases increased quench or squish increasing the swirl so that fuel does not fall out of suspension is key. Fuel wash is complicated stuff and can be due to many issues. So instead of writing for the next hour Jim McFarland has a good article on the subject of good burn:
If there is no carbon,there is no fuel to burn in that spot.Look into some wet flow testing for some indication on re-directing fuel discharge at the valve.
