Notice on my left front hub that it has just a little movement in the bearing and hub from left to right , is that normal ?

Are you saying the bearing moves in the hub?
Tighten the spindle nut a notch.
An eighth inch is too much, 20 thousandth's I'm ok with.

Yes no matter how tight i get the spindle nut against the bearings the hub still has little movement on the bearings.

Describe little.
Can you feel any movement in the bearing off the chassis.

All the Phantom hubs I've dealt with, including brand new have more width than the bearing and spacer need, allowing some side to side play. I have not noticed it on other brands, but I've dealt with more prc hubs though.
