Yes the total amount of prep in the tire, PLUS how deep that prep is also you not mentioning the thickness of the rubber in compared to the the other set, Usually the dry harder track will like the prep being more on top the tire VS being to deep with little thinner rubber.
 
The easiest track condition to know when to use a Fresh tire VS cured would be on Softer wet slick surfaces, Plus that tire would 99% time also have Internal prep in it regardless of compound.
