Seat Support Needs Welding

I am looking at a Haase corsa Kart. The place to attach the seat frame is broke and the owner says a simple weld will fix it. He says when you attach a xl seat the welds break. I have not seen the kart yet. Is something that happens? Its 2017 frame..I have to drive 3 hours to see it.

will a simple weld fix it , yes .
Is it really a simple weld, that's would depend on your expertise.
will it affect the handling maybe.
If its so simple why has it not been fixed?

If it's just a strut that's cracked from being bent or mounting a seat with stress then it's not a problem/happens all the time. If it's the main frame, then that can also be easily TIG welded and should have no effect on handling that anyone could ever measure. Can't the guy send you pics?
