Setting Toe without Laser alignment?

you can use a long straight edge, hold it against the RR rim, then measure the distance front and rear on the RF rim

I had a tool made that is 50 inches long and has a round peg on one end that was machined to go inside the rear axle, and for the front we had plates made that bolt to the hub with the tire still in place, RF is the same sixe as the RF tire, LF same size as the LF tire for the driver to be in place in the kart on the scale stand
 
I use a 4 foot level for a straight edge and a tape measure and get the right side squared. Then use toe plates and a tape measure to set the left side. You can do it without the plates, but they sure make it easier. Don't know if that's the right way, but it works for me so far.......
 
square rs tires with long level. and draw a line in middle of front tires with tire crayon measure back side then measure front side u want left front toe to be out 1/16-1/8 in
