Does an LO206 cylinder head need any special wrapping if it's going to be shipped for valve work? The rocker arms seem to move around a lot - not sure the best way to restrain them. I've left the head gasket on to protect the mating surface.

Wrapping it with Saran wrap will limit any movement of the rockers during shipping.
Leaving the gasket in place is a good move - or a piece of cardboard.
Package the thing like the delivery guy will throw it against a brick wall...
and insure it for full replacement value.

Do I need to ship the head bolts? I did not keep track of which bolt went where which I've heard you are supposed to do. In this case should I just buy new ones after I get the head back? Or can I reuse the bolts I have on the engine now w/ the other head?

Old Dad, you are WAY over thinking this stuff!
No need for new bolts or remembering where they go.
Engines of any sort are not delicate. There are things going on in there when they're running that's crazy. High pressures, high heat, making them work really hard. In the case of road racing, we run them almost flat out for 30 minutes at a time. And they last a LONG time. Relax.
