"Why not?" would be a better question.
The LO206 is a great platform for competitive racing without having to worry about having the latest engine trick of the week, or rules update of the month, or all the other sanctioning body and track/club politics that ensue. A reliable powerplant that allows the driver to focus on chassis, tires, and driving puts the racing back into the hands of the driver, and less in the back pocket of the professional engine builders. Keep in mind, that I've been a professional kart engine builder for 25 years, and I see the benefit of having a sealed engine class!
I absolutely love to sell a customer parts that he "wants" rather than an engine rebuild that he "needs," such as is the case all too often with clones and even the flatheads.
I can't tell you a whole lot about the WF package as we build very few of them. The rules packages seem to vary at different tracks, which personally, I think is a problem. They are akin to the builder prepared engines in my opinion. There are things that can be done to them to produce more power. Are ceramic bearings and custom cam twisting necessary? Probably not. I assure you that there are guys out there that know what they are doing and are maximizing power by the accumulative effect of many small advantages like these though.
The WF does produce more power out of the box than the LO206 - and is a great alternative to the big money Rotax deals in sprint racing. I know of some guys who swear by the WF as the best engine package out there. Again, not my engine of expertise. Possibly some of the guys who concentrate on these engines can chime in on this thread.
I guess a lot of this depends on what classes are offered at your tracks.
I've seen a lot of growth in the LO206 classes over the past few years, and that's encouraging. What's more encouraging is that there has been minimal rules changes, very little price increase, and more shops coming on board to support the LO206 engine platform.
