I believe you mean siping tires, and it is a way to get the prep deeper into the tire from the outside I believe, others might be able to help more with that as I have no experience with siping tires.
Siping is done to build heat (or dissipate heat) mostly on big car tires. A good example is on late models or sprints with a spec hard tire that's difficult to build heat in. The sipes also serve as vents to allow heat to escape from the thick tread blocks to keep them from blistering. Rarely do you see siped kart tires. Maybe 20-25 years ago when we first started running slicks, (as apposed to treaded kart tires back then) we would sipe them, but you don't see it any more.
Earl is right on -- needling is the way to go on slicks (and even on some treaded tires.)
