How do you cut tires

Ancient Chinese secret.
No, there are definitely some tricks to the trade, but we put the tires on a lathe and cut rubber from them.
It's not something for the racer to try to do on their own in my opinion, although some more adventurous have used bondo files and angle grinders.

What kind of sander do you recommend for tire grinding

Belt sander. I find it easier to control than an angle grinder, but to each their own.
