No you dont, we always run both right sides the same and adjust rear stagger with the LR, and the front is what it is
 
It depends on your set up, everyone is different. Usually, front stagger is bigger than the rear. The amount of rear stagger really depends on the track you are running.
 
Rule of thum 3/4-1" rear, 1"-11/2 front. You should call the manufacturer of the chassis and they can give you the starting points for your chassis.
 
Every kart at every track can be different. We have run as much as 2 front 1 3/4 rear at one track, 1 3/4 front, 1/4 rear at another track. We've run 1 1/2 front 1 1/2 rear. We've been fast with all of these. You just have to make sure your cross weight gets reset when you change staggers around.

Having said that, you should start with the staggers that the kart manufacturer recommends and adjust the set up around that. The "typical" set-up seems to have the front 1/4 more than the rear.
