Stock governor

We run a champ kart with a stock Predator motor. I have noticed some of the karts with the same motor "surge/lope" when running on the stand and some don't. Just wondering if that is from the stock governor being unhooked (we have to leave them on), and if so, will it affect performance when the motor has to be governed down to say 4000 rpms in our class.
 
I noticed the same thing at our track, i would say yes there is an advantage with the ones that hit the governor and stay there and not "surge". My personal feelings are when it surges, the power is up and down and when its down it robs more power to pick it back up as opposed to keeping the power consistent. I seen the rules for king of the concrete and they stated if it doesnt surge its not legal.
