Stock Pred w/ weenie pipe vs restricted w/ open pipe?

Hey guys, trying to find some common ground between a few sets of rules for our predator classes in CA so that people from any track can come run with us (SoCal Dirt Karters). Below are the two main rules sets, curious if others have combined these before or been to tracks with both classes and if lap times where similar. If not, who has the larger advantage and why?

Both sets of rules have similar weight break, .615 carb, no timing advance, 10.8 springs, stock flywheel, rod, etc.. on pump gas, drum clutch, where they differ are:

Track #1 rules
212 stock (no govnr), stock airbox, stock cam, weenie pipe (no restrictor)

Track #2 rules
212 (no govnr), open air box, cl1 cam, open header (.500 purple restrictor)

Track size being considered for combined class is roughly 1/8 mile

Do they realize what there doing makes NO SENSE what so ever, let's allow better cam , open pipe , to increase H.P all ya then put a purple plate in it , why not K.I.S.S Go buy whatever motor you choose Predator, Ghost , Ducar , rules take it out of the box not allowed to touch it and race it .
 
I am currently dissecting the Ducar engine for the purpose of cleaning up some of the grey areas of the head and the exhaust. AKRA is considering making it an actual class with a set of rules. Dyno cams is on board with us to make this engine a part of AKRA. Stay tuned
