Stock Predator 212

Hey guys, totally new to karting. (Pardon my noob words, phrases and descriptions) I've acquired a cart that has a very new Predator 212, appears to be stock. Ran fine the first few times I took it out then yesterday, not so impressive. Runs fine at idle and up to 3/4 throttle. At full throttle, it surges. Thought maybe bad gas, drained tank, refilled and same thing. Did notice this slightly v shaped black plastic thing on carb with long spring attached was moving back and forth while surging. I'm at a loss. Again, I'm new to this, any and all suggestions appreciated.

That's the governor kicking in. It limits rpm to3600-3800. The motor will only rev up so far until the governor kicks in and pulls the power back a bit then it revs up again. That's the surging you are feeling.
