Throttle Linkage

So i have an issue with my throttle cable/linkage that isn’t letting it open all the way. the part with the grease is never touching or it’s not pushing up enough. i’m very bad at explaining because i’m new to cars, but if somebody can understand or ask more questions abt it, i really need some help

That looks like an accelerator pump linkage . Take the air cleaner off look in there to see the throttle opening .
