Throttle linkage

I bought a throttle linkage from ombwarehouse and just had a quick question about it. I've connected it, aside from throttle cable, however i noticed that the black piece on the carb doesn't move when engaged or disengaged. This part also doesn't move at all. Is this normal? Does that spring need to be moved? none of the engines i've played with have a governor on them, so i'm not really sure how it works.
