tilisiion carb

So that means you need to take a pulse signal from somewhere else, or the Tillotson Carb. won't pump fuel. sometimes it is taken from a fitting in the intake manifold.

The fitting in the manifold is to actuate the fuel pump.
The little hole in the carb, must be exposed to manifold pumping action also.
That is because there is an actual pump IN the Tilly carb. Thus the name, pumper carb.
Just file a slot from the hole in the face of the carb flange to the bore of the carb. Instant pumping thru
the carb.....as designed....end of problem.

That might work for a 4 stroke, but a 2-stroke needs it to come from the crank case area or inside of the reed block, if it has them.

I didn't even think about it for a 2 stroke.
If using it on a two stroke, do as Jack says.
Since the original question mentioned a billet head, I assumed it was concerning a 4 stroke/valve clanker.
