.038" 1 1/2 turns out on the needle. Lean it (in) until it runs clean on the top end.
If it shuts off for just a sec. at peak rpm, then it's too rich - turn the needle in until you get to 1/2 turn out, then go leaner on the jet if necessary.
You won't be that big on a 3HP carb due to the carb bore size and the A/F ratio.
It's been MANY years since we've "built" 3 HP engines for 1/4 midget and celebrity races.

mind it is a air leak at the intake gasket. Starting fluid told me that faster than I can type this out. Wow. I remember bumping the tank good removing the plumbers pipe last night to put on dover. Thanks for the info
