What is it?

I picked up this kart last weekend. I’m pretty sure it’s a Rupp but I haven’t been able to find any pictures of this exact model. Some’64 Rupps have this steering setup but reversed. Are there parts available for the brake (band?) setup?
Also, can someone identify the wheels? I don’t see any bolts where two rim halves would bolt together.

I'm certainly no expert, but I believe that is a Rupp yard kart. The model number is D-301, or something like that? Basically, it was a stripped-down version of the A-Bone. Probably '64/'65 ish. Another wild guess - probably Azusa wheels. I had a '67 A-Bone, which was similar. If you do Facebook, there are several really good vintage kart sites on there. If you post some photos if it there, you'll probably get it ID'ed in a matter of hours.
 
The wheels are Manco. In my attached picture I marked where the bolts are located that hold the wheel halves together. I believe the kart is a Clark brand from the early 80's. I picked one up this spring. The pedals are the same, as is the frame shape and steering hoop. You can get the brake band set from any mini bike supplier. Kevin

Looks like a Clark Kart to me.
My dad had a bunch he used for rental karts in the late 70’s and early 80’s.
 
Looks like a D-301 use to have one. My dad worked at Rupp in the 70s. My seat had Rupp embossed in seat thou. Pedals look like Rupp and frame does too..
