What makes a clutch chatter

We have a clutch built by a well known builder, I have a few from him but one has a chatter in it, locks up and runs fine wide open but chatters taking off.

Possibly glazed friction surface(s).

Shoe clutch or disc clutch? For shoe clutches, if engagement arms are set to "push" rather than "drag," that will cause chatter.
For a disc clutch, I'd suspect uneven floaters, or uneven spring tension. YMMV.

If bushing driver, dry will cause chatter and try to move kart.

disc clutch with bearing drivers. Springs set with a clutch spring gauge, so they all the same.

If it is otherwise in good shape, raise engagement RPM.

Used to have a Tomar TD43 that chattered like crazy, that thing won a ton of races over the years.
