Yes on 3/16th. as far as end of the hub to the end of the axle on the right side would be determined on width of the axle. If you have 32 1/2 wide axle prolly not much axle showing on right rear more on left side. If you have as wide as a 36" wide axle you may have an inch or more. but if he sets the hub distance from wheel to cassette hanger, the measurement from the hub to end of axle is what it is.

Define minimalAt 32.5 axle width, I would have the hub 3/16 of the frame rail, and minimal axle past the right hub, close to the snap ring at the end of Axle. Leave excess on left side to move left rear hub.
