who runs a .040 ring gap?

Reading the rules about ring gap. My first impression was its a typo.

Who runs this and why? I must be missing something...
 
Run a big endgap on the top ring and drop the cc below 26.5 and when the engine is cc'd at the track the fluid from the cc runs through the first ring and you don't get caught on illegal cc.

If this was the only reason, I'm shocked this was added to the rules.
