World Formula No Pulse for Fuel Pump

Have a Briggs World Formula which we ran some hot laps last year with, ran great with no issues. Motor still fresh.
Trying to fire it up this year and not pulling fuel. Put on a new fuel pump, no different.

Pulled the pulse line on the intake manifold and there is little or no pulse to drive the fuel pump.
What should I be looking for, what could the problem be?

Stuck valve/ no compression.
Blocked hole in fitting .
Will it run if you fill carb with fuel .
Blow in theyank vent too getfuel up too the pump and into the carb .
Stuck carb needle/ plugged inlet .
 
I can do a compression test, any idea what cylinder pressure should be?
Will fill the carb and prime the lines, see if it fires
 
Better off doing a leak down. Cam has a compression release for use with the pull starter. Compression test won't be of much use unless you use the onboard starter or external starter.
 
Like ^ said with a compression release it will onlyshow about 60 lbs max . So 40-60 should be adaquate.
 
Didn't have small enough fitting to screw in the compression tester, so had to use rubber fitting. Shows +/-70 PSI.

Do have a leak down tester as well, but don't think it will have correct fitting.
