World formula sputter

During the start my motor is slowly picking up some speed but I don't know if it's the carburetor or the crankshaft what is your thoughts what do I use to clean the carburetor? A electric toothbrush or a regular and what chemical can I use? My motor is stock and sealed it's WKA rule.
 
Make sure you can see through the idle jet.
Try putting the slide needle in a richer clip position.
